Primarily, the applicant should be a web designer who can design Drupal sites for the company's website(s) and Internal/External Web apps.

Technical Skills
CSS, XHTML, Photoshop or any Professional Graphic Design application.
UI related expertise. Giving the best user experience and importance of information delivery over just attractive design.
Ability to handle (not necessarily understand) multilingual webapps and websites.
Web 2.0 ( I know its overhyped but we use extJS, jQuery etc. etc.)
Flash (optional)
some PHP (optional)
