I am based in Bay Area, California. I am planning to build a web site based on Drupal for all the "Indian Kids and Parents".
This site is planned to go on live about October 2008. So we roughly have 3 months (including July) for development, testing.

Top Level Features :
There is a "Public Access" and "Member Access" content for this site.
This site should have features like Discussion Forums, Personal Profiles, Submit Stories, Blogs, Wikis.
The entire site content is moderated by the site admin(s).
Basic Authentication, Captcha, Membership approval via Email confirmation would be basic features for Users.

Ok, there are some specific requirements that i would want to reveal after/before we get into the contract.
