can some one tell me what is the best approach for a non tech person to build a social networking site in China?

would be really helpful -- if you'd like anyone to answer. Of course you can create a social networking site if Chinese using Drupal -- so if that's all you were asking, then the answer is yes. What kind of social networking site would you like to build and for what purpose?

I guess what I am asking is what kind of person should I get together with to build it.

This is not really connected with Drupal, but I suggest for non-techies to have a look at www.ning.com
You can build social networks there very fast and (at least to start) without technical knowledge.
