The Druplicon logo is licensed under the GPL, so as long as you abide by the GPL with you derivative versions you should be fine.

in short... yes you can put a cowboy hat on druplicon.
One significant term of the GPL is you are required to provide the source for the work, defined as follows: "The source code for a work means the preferred form of the work for making modifications to it." In the case of an image, that means if you used photoshop to draw the cowboy hat that you should offer the PSD file to anyone who receives your modified icon.
In practice I'm not sure this term is always followed. For example the site you are viewing right now displays a "globe" druplicon and I don't see source files being offered.
In some circumstances (for example a parody), you may have the additional option of rejecting the copyright license and claiming that distributing your cowboy version is "fair use".
