Although the module description makes sense, as far as I can see there's currently no actual code for this module. There is a development snapshot with a working .install and .info file but the .module file is empty. I've put a lot of thought and configuration into working with OG for multi-user blogging sites before but it just didn't make sense, especially when compared to working with the much lighter core blog module.
This is definitely something to look forward to, I'm curious in how it's implemented.
Groups.drupal.org is a part of the drupal.org group of sites. Logging in on this site requires an account on the main drupal.org site. If you do not have an account on drupal.org, you will need to create one, log in over there, and then come back here where you should automatically be logged in.
