Programmer to enhance Ubercart functionality | Finesse

I have a very short-term project that needs to be done quickly for a seasoned Drupal programmer with Ubercart experience. We will likely need Drupal work on a continual basis, so I'd like to establish a solid business relationship with a reliable programmer.

Our company Drupal site needs some custom Ubercart module work. When a customer purchases a product (via e-commerce or not), they need to download a Certification Document for that product. The product comes with a document(electronic or print) that directs them to a URL to download a certificate unique to their serial number. The certificate is a pdf file.

Requirements:
The user must be registered on Finesse.com
The user will have a maximum of 3 times that they can download that document.
I will need to keep track of who downloads what and how many times and when.
