As announced by Drupal 8 Configuration Management Initiative lead Greg "heyrocker" Dunlap, the initial file-based configuration API patch has landed in Drupal 8 core! This is the start of Drupal 8 being able to solve the long-standing dev—>stg—>live deployment problems. Awesome!!
Greg talks about the history and gives out muchos kudos on his blog. In particular, NodeOne graciously donated 50% of Greg's time to Drupal 8 while he was employed there.
There's still much more work to do to fully incorporate the system into Drupal 8, however, so please pick up a patch from the "Configuration system" tag.
