Looking for Drupal assistance

I hope this is posted in the correct location. Sorry, I'm new to this.

I have been struggling with the creation of a drupal site - and being completely new to drupal is why. The deadline has just about run out (thanks to my drupal learning curve) so am willing to pay someone to assist me with some basics such as:

After having been all over the drupal site for help, soluctions to these are still elusive. Blocks did display before but dont now.

Getting blocks to display (the only one that displays now is search), login, polls wont display. I edited the poll to stop it from displaying in the middle of the front page and now can't see it at all. Haven't been able to figure out how to get it back.

Drop down menu display on top of page content
Getting the contact form to display as a menu option.
Adding new blocks for editing by specified users.
Possibly other issues as well..these are up front at the moment.
