Can course be a og group?

If it can be group then how we can maintain its functionality

Of course a course can be an Organic group... Which means users can subscribe become members of the course, and interact with in the course. A live example of the Organic groups is groups.drupal.org. Each group is an organic group. You are a member of the Education organic group and you get informed and can participate in any activity with in the Organic Group Education...
