We are looking at using Storm for tracking donors to our non-profit. So for every ticket we need to assign it to one of our workers and to one of our donors, both of which have Drupal user accounts. Is this possible?

Storm Teams
Have you tried Storm Teams? That might do what you want. It allows you to create team of users. Unlimited number of users. Then you can assign a ticket to a team. That feature is located at
