Freedom House is asking for proposals to implement a bi-lingual (Persian, aka Farsi, and English) website “portal” to promote citizen journalism.

The “portal” project should be developed to serve as a predominantly user content driven platform and as an aggregation platform. At the early stage, project content will be generated by portal staff, which will eventually shift to user generated content. Content should consist of articles/short stories, photo journalism, video journalism, and user blog directory/column section. Aggregation should be moderated (manually) or automated.

The portal site will have separate Persian and English language pages (through which it will be easy to switch back and forth) where Persian content will be dominant – the ratio is likely to be around 65%:35%. The platform development process should take into consideration limited internet bandwidth usage of visitors and contributors.

Proposal Requirements

About your organization:

− company history
− personnel bios for those who would be working on the project
− clear identification (name, address, URL) of any subcontractors as well as the scope of the work each will perform.

Approach and scope of work:
− approach process and an estimated timeline for deliverables
− budget breakdown including estimates of out of pocket costs, if any, and an hourly rate for each type of service

Experience:
− 2 references of completed projects of similar scope
− portfolio of recent sites with brief (30 word or less) description of services provided

Format:
− include a cover letter signed by an individual authorized to negotiate and execute an greement on behalf of the company
− must be delivered as .pdf
− should be no longer than 20 pages in length, at least 10 point font
