To start somewhere, the German association (Drupal-Initiative) has given the existing layouts a makeover (font) and published the files under CC:

Of course, the site's not yet practising what we preach (branding-wise). Any comments on wording and/or layout files are very welcome!
The topics we had to deal with (while designing branding material for trade fair CeBIT 2012) are summarized in a PDF:

Next step will be providing the national associations' contact persons (at least those who asked for the layout files) with the URL.

I have one small suggestion - perhaps add a picture of the infoflyer to the article - it's so great to see the booth design just there on the page. I want to see what the info flyer looks like without downloading it!
(also I don't have illustrator)

for my personal feeling I found all too much "coder" not graphic design, sorry that I am seeing this way. Besides all the logo of "Drupal Deutschland initiative" need to be redesigned:/ I made an example but I cant attach to this message:/ if you interested to see it, just say hello.
