Drupal developer for online education site | American English Skills development Center

I am developing an online education website and I need somebody in the Metro Manila (Makati) area who is very good with Drupal. I have the general layout mapped out, but Drupal is smarter than I am.

This site will incorporate audio and video presentations, online writing assignments, and assessment tests. I also need to manage workflow, so that a student only progresses to the next lesson if he achieves a satisfactory score on the current lesson.

I'm using the book module (one book for each course) to present a series of lessons. I also think the flags, workflow and quiz modules will be needed.

My budget is limited, but if we do it well, this project could lead to a full time job managing a very popular online education website with worldwide reach.
