The City of Portland, OR eGOV team in conjunction with our Bureau of Emergency Management moved our PublicAlerts.org site to Drupal earlier this Spring.
We used Drupal 7 with a subtheme of the responsive Twitter Bootstrap theme for easy mobile access. The site relies on the feeds module to pull in alerts from various agencies around the region and displaying them in one place. Feeds made it possible to gather alerts from different sources whether the agency was using a special twitter feed to post alerts or a custom system. If an agency wishes to post an alert to our feed they simply add a special word or hashtag to their post and the PublicAlerts.org site will pick it up and display it on the site, and also auto re-tweet the alert through it's own Twitter account.
