Project Background & Goals
CSET has been maintaining a web presence for several years at
http://www.cset.org. This has been a public-facing site with information for
clients and the general public. The appearance, structure, and presentation of
content are outdated. Editing these pages has been time consuming and prone
to errors. All editing is also currently being done with software that needs to be
installed on the PC (Dreamweaver).
This RFP addresses our need for a developer that is well versed in CMS
deployment to migrate our existing content into a Drupal based content
management system, which is easily updated with little to no programming
experience.
Timeline
This RFP is dated January 15, 2010. Proposals must be received by 5 p.m. on
January 29, 2010. Received proposals will be immediately reviewed. The final
selection and notification will be made by February 2, 2010. The selected firm
must have the project completed by March 5, 2010.
Target Audience
CSET has a very diverse target audience, including:
• Current and potential donors, volunteers, and supporters of CSET
• Persons who may wish to apply for CSET services
• Government personnel, private foundations or community members who
wish to learn about CSET or its services
Deliverables
CMS Deliverables:
• A Drupal Based CMS website
• Transfer the existing content into the new CMS website
• A site that can easily be updated with little to no coding knowledge
• A site with a format can be easily altered with little to no coding knowledge
(i.e., adding new items to dropdown menus, changing navigation from top
to side, etc.)
• A site that is very easy for public users to navigate
• A site with the capability for keyword search
• A site that can easily accommodate future theme and/or layout changes
Design Deliverables (If Applicable):
• A site with flash or java media, video, or other interesting content
• A color scheme designed to match or compliment the CSET logo
• A site designed to entice and inform visitors
• A clean, concise, approachable site with easy navigation
Potential Future Changes
In the past, CSET has hired firms to create, update, or redesign our website.
These projects have only met the immediate project need, without allowing for
the possibility of growth. If not included in your proposal, we would like to leave
open the possibility to accepting online donations, adding new flash, java, video,
or other interesting features. If this affects your budget for this project, please
note the cost in your proposal.
Budget
As a 501 (C) 3 nonprofit organization, all of our contracts are completed on a
reimbursable basis. For this project, 50% of the fee will be paid contingent upon
completion of 50% of the project. The remaining balance will be paid when
administration of the new site is turned over to CSET.
Please submit a separate price for each of the following options that your firm
would like to bid on. If any costs are not included in the proposed cost, please
identify them.
• Option 1: Create a Drupal based CMS website based on the current CSET
site
• Option 2: Create a Drupal based CMS website based on the current CSET
site, as well as redesigning the graphical aspects of the site
CSET Organization Information
CSET is a private nonprofit organization, which is the designated Community
Action Agency for Tulare County. A number of our projects also extend into
neighboring counties. Our programs are ultimately designed to enable our
clients to become self-sufficient, whether they are individuals, families, or
communities. Our list of services is quite extensive, but a summary of CSET
activities are described by division here:
Community Development – The department provides training and
technical assistance to local town councils, offers free tax return
preparation, coordinates volunteers and community service
projects, operates youth development activities, and mentors first
time juvenile offenders.
Energy & Housing – The department offers foreclosure counseling,
assistance with utility and rent/mortgage bills, weatherized homes
to reduce energy waste, and repairs to senior citizens’ homes.
Workforce Development – The division assists local youth, adults and
seniors obtain employment, mentor juvenile offenders through
counseling and job training, as well as operate three employment
one-stop centers that offer a range of services such as job leads,
resume workshops, and online improvement courses.
Sequoia Community Corps – CSET operates a local Certified
Conservation Corps, which provides on-the-job training in recycling,
construction trades, urban forestry and other fields to youth while
they attend CSET’s charter school.
Security and Copyright Requirements
Upon completion of site development, CSET will solely maintain and administer
the site. All content, coding and graphics will become the property of CSET. Any
credentials that may be shared during the course of this project will be used only
during the duration of this project. Any use of credentials outside of that
timeframe is prohibited.
Proposal Guidelines and Requirements
This is an open and competitive process. Proposals received after 5 p.m. on
Friday, January 29 will not be considered. Subcontractors included in your
proposal must be identified and their work defined.
In your quote, please clearly describe the following:
• Services to be provided (highlight any additional services included in your
proposal or inability to perform any of the tasks outlined in this RFP)
• Quote for services outlined in this RFP broken out by the individual
sections
• Quotes for additional services recommended
• Acceptance of Billing Terms
• Expected date of project completion
• Relevant agency and staff experience
