Migration Issues

I recently migrated from a very poor low cost web host to a VPS with a quality host. This is officially the first time I have run into anything nightmarish with migrating a Drupal site. After getting the files and database migrated and the config updated, I pulled up the site and was pleased - I was able to see the site. Not only that, I could log in. All the "public" aspects of the site are perfect.

Not a single admin page loads. Every single one white screens out. I get nothing in the Apache errors log, no on screen errors, no errors in watchdog. I've tried disabling all non-essential modules one by one with no result. I even changed the admin theme to Garland just in case.

Has anyone experienced something like this and had any specific fixes/solutions that could save me? I desperately want to avoid doing a fresh install and trying to migrate in data.
