Information & Knowledge Management Officer (Web Technology Lead) P-3 | World Food Programme
The World Food Programme is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking a qualified individual for the position of Information and Knowledge Management Officer (Web Technology Lead) P-3. The position will be based in the organization’s Communications Division at headquarters in Rome, Italy.
Within delegated authority, the Information and Knowledge Management Officer (Web Technology Lead) will be responsible for the following duties:
• Ensure that WFP.com is in compliance with standards set by the IT and Facilities Management Services Division.
• Contribute to the development of a technology strategy that supports the implementation of the overall web strategy.
• Propose an implementation plan outlining milestones, staffing and funding needs.
• Prepare standards and processes used in site development.
• Guide technology development both in-house and outsourced.
• Prepare clear and concise guidelines and training materials for the WFP information owner and user community.
• Ensure that the latest Drupal security patches and upgrades are applied in a timely manner.
• Liaise with relevant parties (OMI) to ensure maximum up-time and that backup and recovery processes are in place and respected.
• Oversee user support and all aspects of problem management to ensure timely delivery of services to the user community.
• Working closely with relevant team members, develop new features and functionalities for WFP.org that they are properly designed, implemented, tested and maintained.
• Ensure the inter-operability of WFP.org with other systems used in WFP such as project and contact databases.
• Collaborate with vendors and consultants for WFP.org, facilitating dialogue and acting as a focal point for web development issues.
• Stay abreast of the latest developments in the online publishing, fundraising and community industries.
Education
University degree, preferably in electronic or technical and/or communications engineering, computer technology, information systems, mathematics or other related field.
Language
Excellent command of English, both spoken and written is essential. Working knowledge of another WFP language, either: Arabic, Chinese, French, Spanish, Russian or Portuguese.
Experience
At least five years of postgraduate professional hands-on experience in telecommunications, preferably in an international environment and/or in food aid related work. In-depth knowledge of Drupal Open Source Content Management System and proven experience creating and managing large scale drupal implementations.
Experience in communication/journalism, UN working experience and understanding of WFP’s strategic direction, policies, standards and procedures is desirable
Technical Skills & Knowledge
Ability to design, develop, test, implement maintain and install information structures/applications/hardware and/or software.
Working experience and advanced understanding of:
• HTML, CSS, XML and other basic syntax;
• Scripting and interface languages such as: JavaScript, PHP;
• AJAX and Web 2.0 development;
• SQL compliant database platforms, web servers, and environments;
• Cross browser compatibility issues (CSS, Javascript, DHTML);
• LAMP architecture;
• Web Standards, SEO and measurement and tracking technologies;
• integration with API web services;
• Experience implementing, integrating, and contributing to Open Source Software (OSS) projects.
Competencies
Ability to plan and organize work and write clear and concise technical documentation and communicate effectively orally. Ability to handle a large volume of work and to meet strict deadlines. Ability to supervise staff, be resourceful, take initiative and use mature judgment. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
