6.x is best for development because of its flexibility to adapt design from not so modern layout to very complex design. Module wise, I think there are lots of good modules, some you might need to update it yourself as lots of developer does.
For me it's really a matter of, which version suits your needs... I sort of trust drupal 5.x for my web development projects. But i do believe of Drupal 6 power. It just that some good modules are not ported yet to D6. It's hard to gamble at this moment...

6.x - more ajax, nice and flexible views
I like new developments...
still 5.x ...
