I'd like to direct everyone's attention to Cameron Eagan's post today. Cameron was one of our speakers last month on Drupal 8. This is an important and brave piece of writing that echoes the concerns that some of us have expressed (privately) about Drupal 8.

Watching a Prague video. Speaker says Drupal 8 ships with jQuery 2. Sure enough here it is: https://drupal.org/node/1966536. jQuery 2 does not support IE before IE9. That'll be interesting to say the least.

I think I read somewhere that there's already an override module to go back to jQuery 1.x. Drupal itself doesn't rely on anything new in 2.x, it's just playing the usual catch up. I think you have to be running XP or Vista to be running IE < 9...
