Users and permissions

We encourage users to post events happening in the community to the community events group on https://www.drupal.org.

Hi all,
Wondering if somebody can point me in the right direction.

I need to have a Role that can administer users and permissions for all roles with the exception of Administrator role (for obvious reasons).

Any suggestions are greatly appreciated.
