The Information Technology Department (IT) of the ACLU’s National office in New York City is seeking applicants for a full-time Web Development Project Manager.

OVERVIEW

Reporting to the Associate Director of IT/Internet Technology, the Web Development Project Manager is responsible for managing the technical development and maintenance of the ACLU’s public-facing online presence and custom web applications in order to support the ACLU’s communications, advocacy, fundraising, and programmatic business goals. The Web Development Project Manager works closely with cross-departmental digital business owners to identify requirements, write specifications, prioritize and schedule work. S/he will also manage the web development team and external vendors to successfully complete implementation projects on time and on budget.

ROLES AND RESPONSIBILITIES

Manage the day-to-day development, administration, support, and maintenance of the ACLU's public and internal websites and oversee the resolution of related technical problems;
Act as subject matter expert for the implementation, information architecture and release cycle of the ACLU.org website CMS, the online fundraising and advocacy web application, email marketing interface, the ACLU affiliate federated website CMS, and internal database web applications;
Act as project manager for web-related support requests, maintenance, and enhancement projects. Prioritize resource allocation; manage internal web development staff and external vendors;
Supervise the Internet Technology web development team; conduct daily standups, weekly security meetings and biweekly sprint demo and planning meetings;
Oversee peer code reviews, quality assurance (QA), and user acceptance testing (UAT) for all web projects, in coordination with vendors as needed;
Log, track, update, and resolve all cases and user stories using project management software; monitor and review external vendor project management systems;
Manage support tracking software and maintain the web development knowledge base;
Consult with the Communications, Development, Advocacy, and Affiliate Support & Nationwide Initiatives Departments to coordinate ongoing enhancements and maintenance of websites and custom web applications. Serve as point person for ACLU personnel in creating and maintaining processes/procedures for new sites; train staff to use and troubleshoot problems with the Content Management Systems and online fundraising and advocacy tools. Collaborate with IT and program staff to troubleshoot, test, and oversee the launch of new website features and functionality.
Act as liasion between vendors, ACLU employees and website visitors; work with external vendors on technology improvements requested by ACLU employees and users, and solve problems (e.g., corrupted content, security breaches, software failures, hardware malfunctions, and browser/device compatibility issues).
Ensure compliance with security and privacy policies and PCI requirements, as it applies to the websites and web applications;
Ensure mobile responsiveness of websites and accessibility for people with disabilities;
Ensure the integrity of the production of KPI reports about website visitors and online activity (e.g., traffic volumes, online registrations, donations/advocacy actions and other engagements, popular search strings, popular issues, and website downtime).
EXPERIENCE AND QUALIFICATIONS

Bachelor’s degree, preferably in Computer Science or related field such as Mathematics or Engineering;
Minimum of five years of technical experience with the web, specifically with public websites, web applications, and online transaction tools. A minimum of three years of relevant project management experience;
Experience managing and leading complex projects with multiple stakeholders, including coordinating and supervising resources and defining/adhering to timelines. Formal project management training or certification a plus;
Experience in developing requirements and selecting web technologies required;
Experience with support tracking and project management tools required;
Excellent time management skills, attention to detail, a proven ability to work with grace under pressure during peak workload periods, and the ability to see work through to completion;
Ability to work independently as well as part of a team
In-depth knowledge of CMS systems and frameworks, including configuring data models, content views, and user rights and permissions; Drupal preferred;
Familiarity with current programming technologies, such as HTML5, JavaScript, CSS, PHP, and JSON required;
Familiarity with web performance and scalability technologies, including caching, reverse-proxies, and CDNs;
Familiarity with web, server, database and integration technologies: Drupal, Yii, Linux/Apache, and MySQL preferred;
Familiarity with web security and privacy issues;
Strong written, oral and interpersonal communications skills, a customer service orientation, and the ability to implement projects in a team-oriented environment;
Experience with online programs for non-profit organizations with large advocacy and membership constituencies is a plus;
Passion for civil liberties and civil rights, especially regarding privacy and security.
