Major UX risk - Modules in D8 might not be possible to disable

For the last few months I have been following the progress of https://drupal.org/node/1199946 (Disabled modules are broken beyond repair) and issue that originally was created two years ago.

In my opinion there is great risk this is going to turn into yet another UX nightmare for Drupal 8. The current course this issue is taking is that core wont have any UI for disabling modules. See the https://drupal.org/node/1199946#comment-7525917 comment for resent info about this.

Discussions in this issue is also about not making it possible to uninstall no longer needed and other ways that in my view is going to make things very complicated for sitebuilders, not only to build sites but especially when it comes to change existing or add new features to production sites.

In January chx asked me to have a look at the issue to see if I could add anything to it. The result was this Google Doc https://docs.google.com/document/d/1sgwOgcgcomopXBqfSxDfF8T6ErPpZfD1aH8r... (Configuration control, UX & disable/uninstall) where I came up with an idea on how it to make it possible to give visual clues to sitebuilder about where, what module etc, a specific configuration would come for.

That document was shared with a few others by chx; heyrocker, David Rothstein and Alex Bronstein, however not by in the issue. Some good feedback was given, but then not much came out of it. I have now made the doc publicly available so you all can have a look.

Due to limited time I haven't been able to get involved with this for months, but after seeing the activity over the last few weeks I feel I had to take it up here in the Usability group.

As for example Jen Lampton points out in https://drupal.org/node/1199946#comment-7525733, this is going to be troublesome for sitebuilders or anyone else wanting to build a Drupal 8 site.

It also clearly shows that consideration for users, such as sitebuilders, is not taken seriously enough.

How can we proceed with resolving this and find a way to make sure UX is not degraded here?
