"Assigned to" never populates?

Events happening in the community are now at Drupal community events on www.drupal.org.

Maybe I'm just crazy, but no matter how I configure the person or the group the person is a member of, I can never get any users to show in the assigned to drop down list on the project page.

I'm running the latest version of Drupal and Storm.

I can not assign a task to anybody. In assigned to drop down option I only can see -unassigned-
