Block placement adjunct to core Drupal block system

I'd like a module that would allow administrators to more intuitively determine block placement, both on the page and throughout the site, using the core Drupal block system. This is what I'm thinking of:

      o A button on every page should allow administrators to edit the blocks <i>for that page</i>.
      o When not administering blocks,
            + Quick links (ajax) should be displayed on each block for
                  # hiding from this page
                  # hiding from all pages with path …
                  # configuring the block
                  # administer blocks on this page
      o When administering blocks,
            + All regions should be visible
            + All blocks - including ones not shown on the current page - should be visible for each region
            + Blocks not displayed on the current page should be greyed out
            + A sidebar of available blocks (selectable by administrators) should appear
            + Quick links should be displayed on each block for
                  # reordering the block (drag and drop)
                  # hiding from this page
                  # hiding from all pages with path ...
                  # showing on this page
                  # showing on all pages with path ...
                  # configuring the block

I'd be interested in hearing if something like this has been tried, whether anyone else is interested in it, and any further feature ideas. Please remember that this is not meant to perform the tasks of context or panels, it's simply an adjunct to the core block system, meant to make block placement on relatively simple sites more wysiwyg/intuitive for administrators.
