I requested a development site for Project Application related development at http://drupal.org/node/1367370 ... if you've got access to stagingvm, the build is called project_apps.
I've also opened a sandbox project for a drupalorg_projectapps module, which can be found here.

Also, if you want to take a peek at the plugin structure for Project Issue File Review, I'd like to investigate the possibility of tying the automated Project Apps reviewing in with the automated testing infrastructure ... the testbots basically take a structured $test arrays over xmlrpc, which sounds similar to what you posted regarding your ventral.org rewrite. My approach was going to be to add a new 'projectapps' test type to this array (which currently supports 'project', 'branch', and 'file' test types).
The other challenge, which I haven't got my head around, is figuring out an appropriate UI for triggering automated reviews and displaying the results. This area probably needs some wider discussion and some prototyping.
