Process and recourse when dealing with harassment

As some of you know, I was recently harassed on Twitter by a male member of the Drupal community. I talked to some folks and it was recommended I file an issue to encourage a process be defined for handling situations of harassment in the community. So please give your input and support, I don't want to see this continue to go un-dealt with!

I'm very sorry this happened and caused you the discontent it has. I can appreciate how constant interaction attempts from some random person can make you feel uncomfortable. While I think it's a good idea to have some sort of statement in the by-laws (if any exist) for being part of the Drupal Community is good, it seems like your issue is more a legal matter and not a Drupal matter. Especially when you say he has done this to other women and has a criminal record (I got that from this post http://drupal.org/node/1815958). In your case I would suggest getting the true authorities (Police) involved. If he's got a criminal record this should hopefully mean they are somewhat obligated to check it out.

Just my suggestion for you based on what I've read here. It doesn't quite seem like a Drupal Association/Community thing yet.

I disagree that this is solely a police matter. For one, it's extremely unlikely that the police will pursue it. Secondly, one of the main concerns is that this person will come to a Drupal event and will create a threatening situation for the OP or another woman. That is clearly a Drupal community issue, not a police issue.

Issue [# 1815958] is to help build a process for handling these types of incidents in the future.

Reporting to the police, or other authorities is unfortunately NOT always the best course, and reporting in general can cause more harm than the incident itself.

It is for this reason I am advocating we develop a community process for handling these issues and develop some guidelines on how we should respond.
