I don't know if my title is really descriptive of what I am trying to say here.
- Used CCK to crate node type called Announcement
- Used Views2 to create panel for front page which lists these Announcements
- I want a user to be able to subscribe (or be notified via email) to any new content of type Announcement
Ideas? I'm guessing there will be many modules involved here.
Here are modules I have installed which could be of use (I figure it's a matter of me not knowing how to use them):
Mime Mail, Simplenews.
Right now I am reading up on the Messaging and the Notifications modules.

Messaging + Notification are
Messaging + Notification are the way to go here. Those two modules are widely used by the community and are actively supported. Going with Mime Mail or Simplenews might get the job done now but odds are you'll be painted into a corner once it comes time to upgrade to 7.
Notifications
I agree that Notifications, with Messaging, is the way to go. I used Notify but will be changing to Notifications during the next couple of weeks.

Simplenews is for
Simplenews is for newsletters, and "Announcements" sound like newsletters to me. Mime mail will let you send HTML emails, but that's a huge pain (regardless of whether you use Simplenews or not).
I think you can make the newsletter issues browse-able on the site without too much trouble, since they are just nodes of a specific content type. Unless you have other uses for them as well, I don't think you will need messaging / notifications at all.
Simplenews seems to be too popular to lapse D7 support for long, but it's possible.
