yes there is, and quite active, i might add, with (almost) monthly meet-ups.
However ...
while groups.drupal is the destination elsewhere in the world for Drupalers to congregate and naturally is the place to think of for expat coming into China, http://drupalchina.org/ is actually the ultimate destination for Chinese Drupalers and expats who have been in China for a while, have learned to migrate to it as well.
so brave yourself for chinese reading mixed in with taxonomy and CCK! :-)
