clean redesign

Anyone able to take on a redesign for under $2500?

The site is http://mycitypros.com. It was worked on by several developers over time, and is developed in ASP. He is cool if it needs to be completely reworked, but has only $2500 or so (it sounds like) tops to work with for now.

I just do not have the time to assist him. He seems like a real nice and honest guy. I wish I could agree to take this on, but most likely will not be able to.
