Organic Groups OG with Categories + News + Taxonomy Problems

Events happening in the community are now at Drupal community events on www.drupal.org.

Hello,
I'm trying Configuring the following scenario.
My website has many groups. Each group has the same content (news, events and publications).
Using Og_blueprints and Og panels I can replicate the configuration of each new group. When I create a new group I have all views.
Now I want that each group when it creates for example an event or a new it assign a category/categories . The categories are common throughout the portal. But when a user visits a group, I need that only see the categories that have been used in that group. It draw the current categories, but when user click one of terms shows me all the nodes of the site related to that category and not only of that particular group.

This post related exactly all I need:

I have to categorize a site with two large areas: Operational and Administrative. Each of these Areas has aprox. 40 Departments, with the possibility of subsectors. But let the subsector for latter...

For each department I need to have Calendar Events, News, Pictures and another content types that I'll create. All categorazied by taxonomy. I mean, When I ill create a new content, I can choose the right category of it.

So far so good...

But, here's the problem:

I need to create a Panels + Views page to display ONLY the content type related to each department when user in a group click under a term taxonomy to see for example all relation news with this term in this group, and not in all groups.

I mean: when I click on, for instance, Ambulatory link (Ambulatory is a term of Operational Area), I have to display a page with views to list the last 5 events for this category, but only in this group.

I really need a step-by-step because my programming skills are near (very near) to zero! @:S

I've tryied to use arguments on views, but with no success.

I'm confused about something: Do I have to create a panel for each department (and view for each of them?!?) or there's a dynamic method to do this? If so, how can this be made it?!?

As I was searching for the aswer in the site, I've noticed that there's A LOT of users looking for something like this... I think if we made a nice work here that will be an aswer to many users...

We have a "documents" content type with a "category" taxonomy vocabulary. We don't want the terms shared across groups.
