I'm just new here but I would like to share my idea about how probably I can help in a little way for SMS framework roadmap.
I really don't know personally how drupal sms framework gone so far, though I did some reading of the group forum topics here.
I would like to propose a future infrastructure that maybe will help, aid, and guide Drupal SMS Framework Roadmap to achieve its goal.
This is called MNS [Mobile Name System] for mobile phones.
How does it works? We have a similar infrastructure right now in the web it's called DNS [Domain Name System] we just have to cascade it to mobile phones.
I also submitted the idea to google project 10 ^ 100 here's the link: uPhone MNS
Just maybe if it's properly implemented we can settle the issues surrounding standardized phone number format and improve international support. I hope so.

This might be OT but here goes.
You might want to look at imode implementation in Japan where they use email address as phone numbers. Actually as mobile and web converges; mobile numbers may become a thing of a past -- Why send an SMS if you can send email or send instant messages via your phone application. Need to send other than messages? Let them download it straight from your mobile web server or P2P
