Hi all,
I'm trying to build a writers community where would-be fiction writers can submit short stories, novellas, screenplays and solicit feedback from other users.
Ideally, we could have some kind of checkbox ratings (pass, consider, recommend on story, characters, writing, etc.) as well as a free-form text field for feedback.
I'd love to have it so members get to post one work up front, and then have to give feedback to three other writers for every other work they put up for workshopping.
I'm thinking this would be free for now, but if it takes off, maybe would add some premium services (maybe publishing/movie pros giving feedback.)
Does this sound like a completely custom job? Or are there out-of-the-box solutions?
I'm a non-profit writer, so trying to do this as economically as possible, and trying to help as many writers as possible.

We just helped put together a similar sounding site for fantasy-fiction using D6 at http://runesofgallidon.com.
We are using only contributed modules except for one site module that we use to customize a few forms (love that hook_form_alter). The theme is Zen based. The site looks pretty simple from the outside, but has a fairly sophisticated publication workflow manager built primarily with views and actions/triggers.
In my research, I did find a Drupal module designed around publication workflow, but it did not match our needs and so we took the views-based approach.
While this is all pretty straight forward, it was put together by an experienced themer (jen simmons) and developer (myself) working very closely with the great folks at Braincandy, LLC who had a excellent specification to start with.

Writers Group in Drupal

per user quota system
We recently released http://drupal.org/project/user_quota which attempts to handle a per-user quota system like you need. It would require a very small custom module to handle exactly the situation you describe. We are looking for sponsors to help add some features to the module so that it would work for situations like this "out of the box."
