For an excellent discussion about what makes a distribution, as opposed to an installation profile, check out Karen Borchert's scrumptious article: A Code-Free Explanation of Drupal Distributions on The Agile Approach blog.

I never really understood the difference, and mixed up the terms on occasion. Karen gives us a great illustration, showing the differences, as well as a food metaphor that's a lot of fun.
