March 14, 2009 was a big day for drupal. That's the day all of the core themes except Garland and Stark were removed from drupal. Drupal 7 is currently only shipping with 2 core themes and one of them is meant to show off what drupal looks like with almost no theme styling. So, we need some new core themes.
This is an invitation to designers and themers to create some new beautiful core themes for drupal. If you're a designer who isn't very good at turning a design into a theme don't worry. We have experts that can help you with that.
This is our opportunity for us to make drupal look good out of the box.

Will garland stil be the default?
I'm also curious, what are the requirements for a theme to go into core?
Is this documented anywere? I asume theme should style every core module and optional core module right?
Can't Say
First, I can't say what the default theme will be. This is open source and drupal so others are welcome to try and create a theme to displace Garland as the default. If someone does that it will be taken seriously.
Second, A core theme would need to theme all the core drupal modules. But, that isn't that much of a big deal since styling many of the common ones will mostly cover the theming for the uncommon ones. The theme does need to be up to drupals coding standard with means comments, classes using a - instead of an _ or camelCase and some other factors like that.
If someone creates a design and moves to turn it into a theme there will be help with all of this.
