We have been using YouTube/Vimeo so far, but have requirements now for commercial content that is outside of the licensing for those free services.

Streaming or on flash demand?
I think you really want on demand Flash, right? Are cross posting this to the Open Media Project because you are considering rolling your own? That is going to be the most cost effective. Hire a Drupal shop, set up Media Mover and FFMPEG to convert any video you throw at it and move the files to Amazon S3.
If your looking for a hosted solution I see a lot groups using Birghtcove, but I know that's expensive. Kaltura might also work, but I'm unclear on the options there to host private/secure collections or what exactly your copyright issues are.
Two options We have used
CDN2 from Workhabit very affordable, and has worked well in development, I'll have some news about how it handles in production later this month.
Blue Droplet Video - A slightly different solution with outstanding developer support. We are testing this option as well.
Not Sure It's A Good Fit, But...
A self plug here, but you could also check out EarthChannel (http://www.earthchannel.com).
Our speciality is more with indexing of video, so I don't know if it's a good fit. However, our corporate hosting plans start at $100 / mo., no contracts and we use Silverlight as the player.
I'd imagine that it would really boil down to how you wanted to manage and integrate your video into your site, but it's another option to consider.
Quick rundown...
Here's the quick rundown of suitable Drupal modules for most of the aforementioned solutions, plus a couple of others:
For Brightcove, use Media: Brightcove (which in turn depends on Embedded Media Field).
For Kaltura, use Kaltura.
For Blue Droplet, use Blue Droplet Video.
For Archive.org (this is not suitable for most commercial content, but throwing that out there for others looking at the thread), comes default with Embedded Media Field (as well as a dozen other supported options out of the box, such as YouTube, Vimeo, Blip.TV, etc., plus a few others scattered through the projects pages).
For Bits On The Run (brought by the same folks who made the JW FLV Media Player and Longtail), use Media: Bits On The Run (which in turn depends on Embedded Media Field).
I know of nothing for EarthChannel yet. And there are dozens of other viable options as well.

Brightcove, Vmix
We use Brightcove and we're looking very seriously at Vmix. Brightcove is, as noted, supported by emfield. There's not a publicly available Vmix plug-in as far as I know. One was written at one of the McClatchy papers, but not released. If we start using Vmix, we'll write code and probably release it.

I'm looking for a solution to stream video only to logged in members of my site, are there any free solutions such as youtube or are all paid services?
Any suggestions on budget services that will simply allow me to upload my video and embed them in my drupal site a way which only allows logged in users to view the videos?

This is not really the correct place for what you are asking, which is essentially a question of site configuration and access.
Perhaps you will have better luck starting a new thread, and including more specific information as to what you have tried and what you still need to implement.
