Is the idea here that people add presentation topics they would like to see, and others can volunteer to give them? Requests from the audience?

Correct....essentially give the community a voice to propose potential presentation topics. Doesn't mean speakers can ONLY talk about the above topics, just a helpful guide in case they want to do a talk but don't know what to talk about.
