Does anyone know, or have access to, an Irish translation for the UI of D7 core? (E.g. "Create Content"). Translations of the key contrib module UIs would also be great.
I found discussions which point to this localisation project but no progress shown (waiting to hear back from project owner)

Could you use Google's translate API?
See https://developers.google.com/translate/v2/pricing
$20 per 1 Million characters.

I'd be interested in helping out, if we can find a native speaker to give final approval.

Foras na Gaeilge
Would you consider contact Foras ns Gaeilge - http://www.gaeilge.ie?
They have several business support schemes with grants available for translating into Irish - you might be able to get funding for the project!
There is also an SFI funded Research Centre based in DCU called CNGL (Centre for Next Generation Localisation) - http://www.cngl.ie. As DCU have adopted Drupal as their CMS of choice - there might me an opportunity for CNGL to assist in creating an Irish localized version of Drupal.

How did you get on with this? I know a fluent Irish speaker/translator and recent Drupal user who is very keen to get involved with this.
Irish language localisation
[English folows] Tá suíomh Idirlín nua dátheangach á fhorbairt againn ag úsáid Drupal (Nick Morahan). Tá spéis agam i gcuidiú le daoine eile atá ag iarraidh téarmaíocht i dteangacha éagsúla agus táim ábalta cuidiú nuair is Béarla go Gaeilge nó Fraincís go Gaeilge atá i gceist. -- We're developing a new Drupal site (Nick Morahan) which is bilingual. I am interested in helping anyone with terminology requirements in various languages, namely for English to Irish or French to Irish.

I've since become lead admin of the Irish localization group at https://localize.drupal.org/translate/languages/ga so if anyone else wants to get involved please upload your translations there.
