Thanks to the advise given here earlier, I've run the backup and restore modules to re-locate the main site for a new client from a development folder into the web root.
Everything seems to working on the public display site. But when I login to the admin side, the css files are not loading (see attachment).
Any ideas on how to resolve this?

additional admin issue
the internal links in the footer are pointing to the development folder. After going to Admin / Structure / Panels / Footer (edit) / Content / Middle Column / edit and adjusting the content found in Body, the following error message is displayed:
"An error occurred while attempting to process /panels/ajax/editor/edit-pane/panels_mini%3Afooter/15/form: 'undefined' is not an object (evaluating 'Drupal.wysiwyg.instances')"
Any ideas?
