Asia-Pacific progress is stifled by lack of decisions. In order to make decisions I think we need to begin to formalise this group and delegate tasks, decisions, and some responsibilities. What is the best way to do this?
Perhaps we should accept nominations and votes for some of the key roles defined in the ERDO document (Chairperson, Selection team/taskforce). Or perhaps we should ask Cary Gordon to select a "Chair-person" who will then expand the team. (ERDO's chair-person was recruited by Cary Gordon.)
In Drupal and Open Source, nominations and voting are often done via IRC. Though maybe it will be too difficult to cater for everyone in this group via an IRC chat-room. Maybe GDO polls are better for this?
Should we invite all local user groups to be a part of this process? There are definitely user groups that have been under-represented in discussions here. India, Indonesia, Japan, China and the Philippines come to mind. I think we should at least contact organisers of local drupal events in those regions (DrupalCamps etc), to invite them to nominate and/or vote.

Organisers of local Drupal events should definitely have a say. Voting and working on IRC should as well be convenient.

We sd try to include as many as possible if we hope to have any cred as a trying Regional group. Therefore, I think we sd focus on outreach to all local groups and try to avoid fragmentation. I also think that voting sd be by whatever process erects the fewest barriers -- and to me that rules out IRC. We need something browser-based.

I agree with this suggestion.
I think we could try a couple times to get as many people involved as possible. For example, I think it'd take a couple try's to get all the groups informed for India.
Also when some people from local groups get involved there may have suggestions for who else to contact. And we could ask again the second wave of people who else should get involved until it looks right.
So for starters maybe we could go around contacting 1-2 biggest groups per country and ask them if they have any suggestions.
From there maybe we could work out a rough sort of communication tree per local area for starters, and then advance the topics.
Who should do the contacting? if this sounds reasonable?

E.g. to request candidate nominations for fill key roles on the team, to request location nominations, to request votes on something, to request feedback on process, locations or location reports, etc.

I think the problem is that most users don't yet know the very existence of this new group, or even that a Drupal conference is going to be held in the region. I wouldn't be surprised if over 90% of people didn't read the "New groups" block on the right. Did all of us read there is a new "Sprints" group, for example?

How do we which group to choose
Choosing the groups themselves could be a difficult task, specially in countries like India and China. Given the sheer size of these two countries and multiple groups that exist, it is not easy. Things get complicated by the fact that there are certain groups who are involved in events others than Drupal specific ones.
Also, Drupal normally has a good presence in all major FOSS events here in India. So should we count the organizers of those events ? Plus the group of organizers for such events could be mutually exclusive... so how do we decide in this case ?
