Can anyone suggest/recommend any drupal shops or independent designers/developers based in Scotland who can provide a web design service and then produce the Drupal theme from the design.

It is important to allow a designer to design freely, unaware of any system limitations or nuances that may influence their choice of design. A designer should be completely separated from the system to produce a good design.

I agree with that last statement in principle, but it's nonetheless a great help if a designer has a rough idea of what Drupal can do easily, with difficulty, or only with great hacking.
I've worked on projects where a change of where a dotted line goes makes a difference of several hours of coding -- it's surely in clients' interests to have a developer consider a design for feasibility, and if a relatively small visual change makes a big difference in code, reexamine it.
I look at it as the designer working with the grain of their base material -- the same as a painter has to consider limitations of the materials they use.
