it’s important for socially aware software developers to begin thinking about how to provide alternative services to proprietary social networks. While I acknowledge this is a very high level description scarce on implementation details, I hope that it spurs some spirited discussions and future innovation.

The core module provides services that link these new open source networks together and offer [people] the ability to choose one service to host their profile, while still interacting and connecting with friends on other services. Whereas today, [people] are locked in to using proprietary social networks where most of their friends gather, this architecture would allow [people] to choose their own profile service while still interacting with friends on other services.

Google and Friends to Gang Up on Facebook

This article from this morning's New York Times seems to relate to your post.

SAN FRANCISCO, Oct. 30 — Google and some of the Web’s leading social networks are teaming up to take on the new kid on the block — Facebook.

On Thursday, an alliance of companies led by Google plans to begin introducing a common set of standards to allow software developers to write programs for Google’s social network, Orkut, as well as others, including LinkedIn, hi5, Friendster, Plaxo and Ning.

No, there are not....
Because: In reallity, there is nothing like several social networks. A person has a private social network, all these networks connect to one large social network. Several sides exists to let people connect not just real but also have their socal network managed online, like facebook, xing and alike. However, it's not that they are the social network, and a lot of other sides would benefit if they wouldn't be data silos.

A small example: In my freetime I work in a NPO as a volunteer called IAESTE (Austria in my case). The people there are connected over the organization. Many people are already using websites to manage their social network. Most of them facebook. However, it would be useful f.e. that you could harness the specific connections between IAESTE members only on the IAESTE intraweb, without forcing the people to use just another tool to manage an other virtual social network, which they don't.

So open social networks would be a great step in the right direction!

its a pretty good idea to start your own facebook application to link into your website. It will help spread the word of your website "viral" meaning that it will spread through the use of your users so you don't have to promote it. It would promote itself!
