Section outside of Viewport with Zones for Top, Bottom, Left & Right sides of the screen

I find myself often running out of space in the Viewport and often want to have panels that could slide into view accordian-style from the top, bottom, left or right side of the viewport, (by clicking on a tab). These kinds of drawers or panels can sometimes be good for the end user, but are often essential for an admin, or for a content editors.

I would want to be able to place Blocks in those four Zones (top, bottom, left, right).

To do this, it doesn't seem quite appropriate to use one of the three SECTIONS that are hard-coded into the Omega theme: Header, Content, and Footer... It seems to me there should be a way to semantically define a section that lives outside of the Viewport. Or the ability to add a new Section?

I would love the functionality of this (with appropriate javascript) added to the Omega theme layer, so for example, that I could just drop the Login block into the TOP zone inside the OUTER section (it would need a new name), and then I would have a login box, that drops down into view when you click a tab, but lives outside of the Viewport.

I know one might say that this sort of functionality might be better for a module, but simply acknowledging with the addition of a new Section the area outside the constraints of the Viewport, seems to be something that would be good.
