I was thinking that the current framework for dealing with problem users and content could do with some tweaking, anyone else?
Current proposals I have are:

'Sin Bin' Module - a user is placed in 'read only' mode for some time. This is less drastic than a ban and lets the user they have done something inappropriate. An accompanying reason should be added and users should be listed in a 'Sin Bin' view as an example of what is unacceptable. Such a module should automatically remove from the sin bin after a fixed time period of via manual intervention.

Better delete comment - Trouble with comments is that deleting one removes all follow up posts. Sometimes users reply to the last comment in a thread (which might be inappropriate) but they do add value to the discussion, deleting the inappropriate comment removes these. A better delete comment module would give the option to link child comments back to the node or the proceeding comment. The same function is possible with comment mover but it's a manual process.

Merge users - Users sometimes forget their password and change email so they cannot reset. They then re-register on a site with a new username. A module to delete their old user but associate it's work to the new one beforehand would be useful here. There are manual ways to do this, but something automatic would be good.

Moderator Log - List all actions moderators take and have some way of a mod. putting a reason behind action. For node alterations this reason could be a copy of the node revision log. For user banning or comment alterations some other way would have to be found. The log could be a useful tool for a site with multiple moderators or those wishing to share what goes on behind the scenes.
I'm sure there are more... any thoughts?
