The Drupal - Web Experience Toolkit distribution is a version of Drupal that has been customized for organizations with strict accessibility and bilingual requirements. It also has lots of customizations to improve the user experience for content editors. It's used by the Government of Canada, and comes with a theme that implements the Government of Canada's look and feel.
