Suggestion for process to add more semantic information to drupal

With the process of Action Learning i made good expirience, so i want to suggest it for us although.

It's rather easy, and we did a lot of it until now.
To write down all steps helps us to get new people on board, they can read what the history and the aiming is.

The steps are:
1.) gather information about semantic in drupal
2.) get an understanding of semantic in drupal - with other words what do you lack of?
3.) priorisize identified topics - what is urgent for you? what is realistic?
4.) define goals and how to measure them - the measurement helps to identify if we are working in the right direction
5.) make a model of the interrelationship of all involved persons, aims and objects - try to get a model of the system you want to change
6.) change in cybernetical way - identify what works well in the system - don't break it, what needs improvement, what needs support to stay in balance - because your change can have an impact on that topic
7.) possible solutions - with the knowledge ot the system and the identified subsystem to change, it will be easy to create solutions
8.) actions - concrete steps you are willing to go, like in a projectplan
9.) resource planing - who does what, with which tools and materials
10.) projet phase - do what you planed, take care of the project risks
11.) lessons learned - wrap up what helped in the project, with challenges you faced ..
