How many votes should an application have to be considered for review?

Now that the program is starting to gain some momentum, 20 feels like a good threshold. However, the content of the comment thread should also be taken into account, and the IRC meetings should probably be used as a the final vetting mechanism -- it's easy to rig voting mechanisms, but the tenor/interactions of the comment thread are more nuanced, and worthy of consideration.

And, as the program continues to gain momentum, we should be open to increasing the number of votes required.
