Theme configuration for Primary Links Tabs

This might be a Zen-theme specific issue, so forgive me if that is the case.

If I want to make the Primary Links block not appear, then I do so from the "Blocks" page. But to make the items in "Primary Links" not appear as tabs at the top of the page, then I do so from the in "Toggle Display" section of the the Administer-->Site Building-->Themes-->Configure page.

I wanted to recommend that the wording be changed from "Primary Links" to "Display 'Primary Links' menu items as tabs", in the "Toggle Display" section, since I am actually choosing whether or not to display them as tabs, rather than whether to display the "Primary Links" block.

Is there a reason that this would not be a good idea?

all links one below another and in one block..

Sounds like your issue is different as you want to display the primary links as tabs as where the OP wants not to display them at all (both of which are theme specific questions).

You can see in the Sky Theme how you can make the Primary Links be tabs, I also have code from my theme if you want, but I suggest taking a look at the Sky theme.
