Thanks to all of you for following up on the DrupalCon discussion. It is exciting and fascinating that Knight Foundation is providing this special funding to worthy projects. I realize there is going to be much more information coming here but this is one question I didn't quite see addressed in the threads below and I think merits discussion.
I suspect I am one of many Drupal users who is not a developer or code writer but is someone who has made successful use of Drupal. I have created several Drupal sites that are successful getting teens to write, to learn, to publish and to build community. I feel we are just scratching the surface and am already thinking out our sites' 6.0 improvements....
I would be thrilled to submit a proposal to this group but I wonder whether I am barking up the wrong tree. I do not envision creating a new module nor any new coding. That's out of my league. I do envision, however, seeking financial help to rebuild our site with Drupal and Drupal modules, creating documentation of what we installed, how we installed it and how it could work for any nitwit like myself to be able to create a site and replicate some of the work we have done in other geographic areas around the country.
Does that sound like it's within the scope of what you and the Knight Foundation would be interested in? Or is this effort really all about coding and modules and improvement/development of features to Drupal? It's absolutely OK if that's the case, I just wanted to know whether this initiative is also looking for what amounts to unique, user-end applications of Drupal that would be happily shared...

Nothing has been ruled out -- some of us just tend to think code first.
Documentation that can be re-used (or used primarily) on drupal.org might get more favorable consideration, but that's really up to the community at large.

Yes I would envision this being available on drupal.org for potential users, i.e., people who were interested in replicating what we do to get kids to write.
