Upon visiting groups.drupal.org, the first thing people see is the mission statement at the top of the page:
"groups.drupal.org serves the Drupal community by providing a place for groups to organize, plan and work on projects. Real world local user groups (sometimes called meetups) and regional Drupalcamps in particular are encouraged to setup their online presence here."
Every group on g.d.o. has its own mission statement as well. Lately there have been a number of posts that have had a lot of comments requesting the thread be removed either altogether, or just from a group (inappropriate category tag). A simple example of this can be found here: http://groups.drupal.org/node/107114.
As greggles points out maybe the mission statement for a group should be more specific, but this also implies that the mission statement on the front page of g.d.o. should also be more specific, yes?
My suggestion is to come up with some rhetoric that makes it clear that this is not just a organization/planning tool, but also a forum that has different groups for different kinds of support questions. Discuss!

I don't think problems in one group necessarily indicate problems with the whole site.
Can you provide some examples of what points you want to change in the overall g.d.o mission and some proposed text? Otherwise this is unlikely to move forward.

My suggestion was to add something in there like 'Groups is not only an organization/planning tool, but also a forum for those that would like to get support on specific topics..' and perhaps a statement about the availability of specific groups for specific topics. Like I said in my initial post, the issue, as you have pointed out before, is that the mission statements should perhaps be more specific, so people will have better responses by knowing what to post and where to post it.
I don't know how it should be worded, I'm just suggesting that we can all come up with something better.
