I am currently building a website with both Chinese and English enabled. And I need some recommendation on the hosting part.

Where will the primary users
Where will the primary users be located? If it's in China, then you may want to find hosting within or closer to China.

You indeed want to consider where your primary audience will be. If indeed your audience is significantly located in Mainland China;
Now if we're just talking about a small corporate site with mainly static content, I would not bother with anything I just explained; I personnaly hosted my company's site on Slicehost and had a pretty decent response time.

Thanks for all your suggestions. I am not sure where the major audience will be, and about to host it within U.S. Any idea which companies provide decent connectivity with China ?

As far as I know Chinese gov
As far as I know Chinese gov no longer issues ICP numbers to individuals. You must be a registered Chinese company in order to obtain such a license. So if the entity registering the website is an individual or doesn't have a Chinese business license, then a China based server is not really an option.

I think the Chinese gov can issue the ICP number to individuals as long as your website subject to China audits rules.
I think you can put your host
I think you can put your host in Hongkong, don't need ICP issues.
The options for
Its really inconvenient to host drupal in China mainland.
Gov interfere. (ICP license or record required)
Tech issue. (Most of the hosting company provide Windows only. Some of them provide Linux based on VM which runs on Windows.)
Suggest dont host in China if you have to. But if its not the option. Here's the hosting we used before.
